So it appears command blocks are not available in creative.
Is that right? I'm frankly pretty surprised and disappointed if so.
I did a search but turned up little information, so I ask: Why not?

More like why should we? They are dangerous stuff (it would be just like giving everyone world edit in creative).
I know it sounds like a good idea, but trust me its not, the risk is too large.

The reasons to have them are pretty obvious. They greatly expand the things you are capable of doing and building.
Personally I had several projects I wanted to work on that could only be done using them.
That's why I found it so disappointing.

But I see your position… if misused they could cause quite a bit of damage.
Err on the side of caution, I suppose.

First of all: A player must have OP status in-game to correctly configure a commandblock. This is a feature of default minecraft.

We will not be allowing commandblocks to regular players in creative. Even if we could get them to work, they allow way too many exploits (delete worlds, ban players, corrupt data, etc).

They can't do everything, just a lot of things.
They cannot ban or pardon, whitelist, stop the server for instance.

But I get it, misused they can do damage. I've already conceded that point.

Bukkit/spigot has it's own command mapping to allow blocks to interface with plugin commands.
    example:
    /bukkit ban dunkeroni trololol!
could apply the figadmin ban command on our server.

Not trying to instigate an argument, I just think it's good knowledge to have if you ever work with command blocks in a modded server environment :)
