I found this tip on Reddit.
Just as half halfstone on ice is still slippery (as opposed to two halfstones on top of each other, forming a full block), and half halfstone on top of a fence still traps you (muhahahah), half halfstone on water lets you still glide with your boat. Maybe the halfstone has to be set into the water surface, as shown in the picture, didn't try it myself.
