Unfortunately this doesn't prove TNT use. The explosions in the floor could have been caused by creepers, as he claimed, and there are no rules against trespassing.

Do you have a reason to believe it was TNT?

I banned the player using TNT in another harvester, he was present in both cases. He continued to climb up into the doomsday machine for a 3rd (roughly) time after I had asked him not to.

I found evidence of GoOgLe2321 destroying cobble and Shadowx2468x destroying water supplies in the Dooms Day Machine. I asked Shadow to stop going up there, and he ignored me, so I kicked him. A short while later I found them both heading up to the Bacon Delievering Sky Machine together. When I told them they were banned for griefing, Shadow only smiled. Troublemakers.
