As far as i know, Wolfenstein (my team's city) is the only country/city on survival.
The city is always open*, as long you don't violate the rules (server rules).
Go for these coordinates on survival if you want to take a look:
X= 100
Z= 890
You will reach a borderline of fences, this is the border to Wolfenstein.
Aswell, soon there will come up a guideline for building in the country.
*city gates might be closed.
